They actually resell the stuff, and if it contains goodies they sell them for higher value than the CD itself. They arent losing money with this and if they play smart they can make a nice profit... assuming they can unload all of them.

Uhh not sure if you are right there on making their money back. What happens most of the time is the exact opposite, whatever lottery bonus voting card is removed and you'll see auctions on Yahoo with like 50 CD bundles or you'll see the classic 100 yen single auction.
